I think Rios first needs to prove himself at 140 to see if he can even be considered for such a matchup against a Welterweight. He doesn't have the experience or skills to put up a good fight in my opinion, he just comes forward and gives as good as he takes. With pacman, that stuff won't fly. Too early for considering this.
