WADA is a reputable organization, but so is the USADA. I really don't see why Arum is trying to pretend that the USADA is somehow bad at their job or in GBP pocket.

Plus the USADA already has experience testing for a big fight, actually 2 by the time the Pac/May fight is going to happen.
