Unless you can explain why Manny should trust an organization paid for by the guy who accused him of cheating.
Neutral, third party agreed on by both guys is the only way to go. Manny already gave in to the testing demands, will Floyd agree to a different agency?
I think not.

Sorry, it doesn't work that way. Its give and take. Manny has given leeway in regards to testing. Went from, "no test, to 24 days, to 14, to unlimited".
So now, hes asking that a neutral party conduct the testing,
and you're saying he still has to do what Floyd wants?
You cats are some pushovers for real.
this is just the pac pbf chess match (mind games)....
pbf, i think, is losing the initiative and advantages..........
even pbf's gambits of accusing pac of ped use and demanding ost are not giving him the expected strategic positional gains...
pbf's king/(accusation) was drawn into a bad corner by the court case and pbf's failure at deposition.....
and pbf's queen/ost demand is sort of also under stress by pac's team agreeing to it but using a neutral testing agency............
pbf declining the above will make a lot (millions) of eyebrows raised..........

Get over it.
The commission requires no extra testing.
So what? The "commission" has proven to not be a serious body when it comes to anti-doping rules and testing and does not have the resources nor expertise to properly test, ie, like not taking blood and testing for new drugs and or masking agents. Mayweather is willing to submit to random tests and give blood and do it the same day Pac would have to do it, including up to the fight. Why can't Pacman? Why are Arum, Roach, and Manny himself stammering and stuttering and lying about it for the last two years? Hmm..
Pac is bending over backwards to make the fight happen
How so? Like when he walked away from negotiations the first time and ran to fight Clottey while Mayweather and his team were still trying to make the fight happen? Or when Manny put up the poster of his record against all the names and next to Mayweather it said NEVER when it talks about their fight...or when Freddie Roach just the other day said "it would be easier to get Mayweather in the ring than Manny" for their fight??? C'mon, dude...the jig is up....more and more people have caught on to what is going on and the tide has turned. Everyone, including Roach, it now appears knows what's going on. Who in the hell would ask for fixed dates or cutoff dates 14 days out if they were clean and risk giving away 50 million dollars because of it? THINK!
and Floyd is putting up roadblocks.
Asking a guilty acting fighter who refuses to give blood to take a test doesnt seem like much of a roadblock to me. It wasn't a roadblock for Mosley or Ortiz..nor does it appear to be one for Khan. Only the dirty fighter seems to have a problem with it.
Sorry, man...but your argument is weak because Manny and Arum haven't given you much to work with.

Technically, if you bought into the theory that USADA is biased towards Floyd because he pays them. USADA could manipulate the testing of Floyd's opponents.
Example: Since according to their protocol, they hold on to the fighters blood for years for additional testing. IF Floyd did lose to Mosley for example, they could at a later time, reveal that they've detected something illegal in Mosley's blood and therefore the LOSS could get reversed to a No Decision. COULD IT? Or did the USADA testing for Mosley-Mayweather have no impact on reversal of results because they're not the Nevada Commission?

also don't remember the Commission having rules like you being fined $10 Million Per Pound if you weigh in over the weight limit
so you are really contradicting yourself to be honest, never mind the Commission Rules for Pacquiao's request(s)...but you want to go by the Commission Rules for Mayweather's Request hahaha
ownage!
