      Because that was the original protocol of the USADA. They have the power to test WHENEVER THEY want. The 14 days was ONLY offered to save the fight in the mediation but Manny rejected it and fought Josh "I've never won a big fight" Clottey. Since he rejected, Floyd went back to the original terms, IF MANNY ever wanted to fight. And it would be full testing for ANY of his future opponents. Not hard to understand at all.

            Dont gimme that BS if they could do it once they could do it twice. USADA aint the only testers around either. If you take the time to read you'll see ive given Pacquiao ***** for his U-Turn, if it was good enough to agree a few months later he should have agreed at the time. You only see it one way though, I understand.

                  Soooo.... Floyd has the power to change protocol? and USADA is still considered neutral???

                      You seem to be thinking that i'm here to defend Pacquiao, which i'm not. Theres no excuse for Pacquiao not agreeing, he should have agreed straight away, not a few months later.

                      Both fighters have huge Ego's and neither fighter was willing to bend to the other.
