Floyd fought the #1 in every division except jr WW because Tszyu wanted a 60/40 split.
Until the ned of 2007-2008, Cotto, Margarito, Williams and Clottey were NOT even factors at WW.
Cotto was jrWW who got a close win over Mosley that many thought should have been a draw.
Margarito got beaten by Williams.
Williams lost in his very next fight.
Clottey hasn't won a significant match in his career.

In the 2005-2007 era, Spinks and Judah were the champions until Judah faded against Baldomir. Mayweather beat both Judah and Baldomir.
In the 2008-2010 era, the #1 WW was Shane Mosley after he destroyed Antonio Margarito. Mayweather beat him.
Cotto got destroyed by Margarito.
Clottey lost to Margarito and Cotto.
Williams, lost to Carlos Quintana and Martinez.
Again, who has Floyd ducked that hasn't already been knocked off the ladder to the top?
Pacquiao ONLY fights WWs once and only once they lose. He's had MANY MANY opportunities to fight them when they were champions and on top. Instead, Pacquiao chose to wait until they were dethroned by other WWs. Then, he went a further step and demanded catchweights.
When Floyd beat DLH, DLH came in at an unofficial weight of around 175lbs on fight night and refused to be weighed.
When Pacquiao beat DLH, DLH weighed in at 145lbs on fight night: A weight he hadn't fought at in 7 years!
There is no comparison.
Pacquiao claims to be a 8 division champion. What Pacquiao doesn't want you to know is that if you check his record 5 of the 8 titles he won were vacant titles ... meaning he faced NO CHAMPION to get the title. Just another challenger.
Which WWs has Floyd ducked? A better question is which WWs has Pacquiao faced while on top? Who has Pacquiao fought since Marquez that was a top boxer? His last 6 opponents were coming off the biggest losses of their career, and that puts Manny in contention for being an ATG? HELL NO!!
So you've got Manny with 5 paper titles, using catchweight stipulations and targeting losers for his last 6 opponents. Did I mention that Manny Pacquiao targeted a banned WW cheater to compete for yet another vacant belt at jrMW?

He may not have known because Pacquiao didn't make a statement agreeing to anything. A reporter asked Manny a slew of questions to which Pacquiao replied "yes".
Manny is not his own man and he has STATED THIS. When he signs a contract stating that he will submit to random USADA blood tests up until the day of the fight, THEN AND ONLY THEN will he have officially agreed to Mayweather's terms. Not on some obscure and random Youtube clip. That may be admissible in a Filipino court, but not in America.
