From the vid I saw yesterday of Wlad I would say they are about the same speed or if there is a difference its marginal to a point where it will not matter.

Wlad is going to beat this guy up.. Haye will have maybe 2-3 good rounds, Wlad will systematically break him down and Haye will look for a way out

Yeah he's fast in this video, but lets remember that he's training with some guy who's helping him and not fighting with a 6' 5'' guy who's going to be throwing punches at him. A good point to consider here is that he's not even fully extending his arms, so those punches actually have little power if you compare them to a fully extended punch. With Wlad he's going to need to get longer shots to hit him because Wlad is so tall and has a long range, so he's not going to be nearly as fast as he is in this video.

Anyone can jab a fat bum, or guy without power, but face a guy with speed, power and timing, then it's a different story.
