It's not actually about the cutoff date. It's about negotiations. If you get to dictate a portion of the one of your opponents proposals, you get half the power. It eliminates the chances of people saying that you did something in a desperate fashion.
Trust me, it had very little to do with any worry about getting caught.
LOGICALLY, if you assume that Manny is cheating, he cheats with the best of them. Because of this, you'd have to imagine that with his money, he knows all the ways to cheat. I'm sure he knows how to beat these types of tests. Or, his team would, anyway.
So, there'd be very little reason to worry about tests. It's all negotiations.
