            Yes.

            Don King often signs European fighters and then just keeps them inactive.

            T. Ibragimov a few years ago signed with King and then was just kept inactive for a year. Same with Mario Preskar, then a promising young European heavyweight.

            He kept Sergey Lyakhovich inactive for several periods of 18 months, thereby ruining his prime.
