I don't think Steve Fox is based on a real life fighter. The only fighting game character that is based on a real life boxer is Balrog from Street Fighter. In Japan he is called M. Bison. Which obviously means Mike Tyson. They had to change the name when Street Fighter came to the States. Look it up.

One character that Tekken has that is based on a real guy is King. He is based on a Japanese wrestler from the 80's named Tiger Mask. Other than that there is Law who is based on Bruce Lee. But every fighting game has one of those kind of characters.

You can argue that Street Fighter's Dudley is based off of Evander Holyfield. Same look, also a "small" heavyweight.

He was based on ''Arnie Gregory'' an australian boxer from the anime series Hajime no ippo.

                  same look, same nationality.

also they gave him the move dempsey roll, inspired by the anime

Fox is British, Arnie is Australian, Bryan Hawk is actually inspired by Naseem Hamed mainly based on his weird agile movement and evasion, though Bryan is perhaps the most over the top character in Hajime No Ippo, but his fight with Takamura was pretty intense I must say, the whole build up of it as well.

Lei Wu Long is based on Jackie Chan.
