What happened to Luis Collazo?

I thought he beat Berto when they fought a few years back. boxrec says he's fought two fights since then against an 9 wins -16 losses opponent and a 13 wins-8 losses opponent. Is nobody promoting this guy? Why can't he get a break against a guy like Clottey or Jan Zaveck or something?
