Klitschko tried to fight him last year, but the... IBF? wouldn't sanction the bout because Toney was way too inactive.

It's the same thing with Holyfield. If Evander and Toney wanted those fights, they'd be in the ring at least two times a year calling the Klitschkos out after each fight.
