Yep, you're right, and Freddie Roach even stated that Mosley was "clean of course" in that fight since it had random blood testing. He then stated that Mosley (Or Pacquiao) could cheat in his next fight because they were only using NSAC testing. (Which failed to detect Mosley's EPO usage)

They had random testing, but for a limited period of time. So it wasn't OST.

Also, Mosley could have been jucing for over a year between the Margarito-fight and the first test prior to the Mosley/Mayweather fight, without even taking the risk of being caught. But still benefit from it on fight night.
