How does this WBC Champion Emeritus thing work?

If Sergio Martinez says that he wants to fight Chavez Jr. next does it force him to do it?

Or can Arum just ignore Sergio and make a fight with Miguel Cotto instead?

Chavez Jr is supposed to be stripped if he doesn't accept and the vacant belt would be up for grabs in a match between Martinez and the #1 WBC contender (Rubio).

This is what was promised to Sergio at least.

Supposedly it forces Chavez Jr to fight Maravilla for the WBC title or else he'll be striped of it. However we all know that there's a minimum chance of Sulaiman taking off the title from Chavez Jr

It works whichever way Sulaiman wants it to work. There aren't really any rules or anything as can be expected from the WBC
