Hopkins facing Cleverly makes the most sense.

For his bank balance and more importantly to him his legacy, fighting a rival champion in Cleverly makes the most sense. Chad Dawson doesn't bring anything to the table. Bute is a SMW.
Plus its a very winnable fight for Hopkins where he pick another belt.

Dawson beat Glen Johnson, Antonio Tarver, and a guy who's going to challenge for the heavyweight championship in a couple months. What has Cleverly done to deserve to be Hopkins' sparring partner let alone opponent in the advanced stages of his career.

Not even close. Maybe money wise, if he chose to fight in the U.K. but that's about it. Cleverly does nothing for Hopkins and is an unknown. Dawson has a much better resume and is looked at as a much better fighter.

Cloud makes more sense than Dawson who lost to Pascal. Cloud is another rival champion and unbeaten like Cleverly. But with Cleverly but you have you have international rivalry and more money.
As far as the resume points being made, so what, Hopkins beat the guy who already beat Dawson, Dawson has no belts on offer so fighting him makes more sense how exactly. Hopkins has little to gain from it only Dawson benefits.
He is capable of fighting and beating all three of the other LHW title holders and that makes more sense in every way well maybe not the kazak guy.

TBH, I'm not even sure if HBO would approve Hopkins V Cleverly and go to the U.K. to show it. HBO is probably pushing pretty hard for Hopkins to fight Cloud, Martinez, or Dawson over Cleverly. Thinking about it, even if Hopkins was to go to the U.K does Cleverly even have a following like Jean Pascal? He would probably make less fight Cleverly than the other 3 I mentioned because there wouldn't be a HBO broadcast.

Cleverly isn't a draw, his world title fight was the undercard fight for Degale Vs Groves.

                    Karo Murat for a start.

Would have been Braehmer if he didn't avoid Nathan.

Danny McIntosh and Kuziemski are okay wins. Both amongst the top 20 light heavyweight out there.
