It's more about calling out cash cows (Tyson, De La Hoya, ect.) then it's really about calling out the p4p#1 fighters. Pacquiao just happens to be both.

Tito Trinidad actually wanted to fight Roy after he had plans of beating Hopkins. Of course Hopkins derailed those plans, and B-Hop VS Roy never materialized because of their history and being unable to come to an agreement when it mattered.
