Who's better, ricardo mayorga or vernon forrest?
    Buster douglas or mike tyson
    Jermain taylor or hopkins

The list could go on and on.

And the states have a much deeper talent pool. For example, who did ricky hatton beat on his way up the rankings(fights in uk) only names I recall are tyzu. Now who did mayweather fight?
The opponents on floyds list spanks hattons list (except for tyzu).
I am not saying hatton was not good. Just that the States have a deeper talent pool which makes them the number 1 boxing country.

I am not from the states, I'm just keeping it real
    Point well made.
    To answer
1.Yes Calzaghe is better than Hopkins as he beat him. And beat at a time when as I said before experience was as equal as possible for both.
    2. Any list is subjective, even ones that goes on and on. Actual fight result are the best way to judge which fighter is better than another. But offcourse there are exceptions like the ones you pointed out, Joe and Bernard are not one of them.
3.What deeper talent pool? America is well represented at the moment in pro boxing but no.1? On what grounds can you make that statement? Number of world champions, NO. Olympic Medals, NO. Highest purses, highest promotional expenditure most arrogant fans, YES.

Or anyone with a good record from outside of the USA is hiding and or fighting bums apparently because they believe America is the only nation that matters in boxing.
