Clear is when a fighter (mayweather) says we can fight but you have to take random test with not cut off dates, but the other fighter(pacquaio) wants cut off dates.

Floyd been made it clear about his demands.
He met Pacquiao's demands(10 million a LBS) but Pacquiao still hasn't met Floyds demands.

And what is Floyd doing now? Is he back from vacation? Is he even a boxer anymore? It is starting to sound like he is now a "former boxer". If he is actively fighting I can see a merit to your argument that Arum should initiate the negotiation. The problem is that the last time there was some effort from Arum, Floyd decided to go on vacation. Like what I said before, nobody, except Floyd, is clear as to the purpose of the videos he's making. Is he preparing for a comeback?
