Why the HELL is Zab Judah even being considered for Manny Pacquiao?

What has Zab done to get a shot at Manny? Please somebody explain this to me.

I'm not even talking about what Zab has done recently but what has he ever done for him to be considered fighting Manny.

I know Manny and Arum like to fight fighters coming off poor performances but this potential Zab fight is on a whole new low level.

Please somebody explain to me why Zab is being considered?
