That was before Mayweather agreed to Pacquiao's demands. Once Mayweather agreed and signed the contract, Manny backed out and filed a law-suit to prevent the fight from happening.

The point is, Roach said that HGH can not be detected by the test.
That means That your precious NSAC rule argument is out the window.
He says that blood and urine can't find HGH which means the test are a joke.
