Since no championship fighters are required to take those types of tests anyway, there's no reason why the top 2 champions of the last 20 years should be subject to them.
Why did Mayweather ask for them? That's the only fishy component. He never wanted the fight to begin with, and this was a way for him to leverage himself out of it.
When he was making the rematch with De La Hoya (who was literally a handful of jabs away from winning that fight, btw), everyone was hounding him to fight Cotto or Margarito: then the two hottest Welterweight prospects. Mayweather made up some bs about them not being big enough names, and then in the face of speculation that DLH stood a chance in the rematch, Floyd just decides to retire.
Now his PR people are flooding the airways with his personal "troubles" which are sure to keep him out of boxing until Manny slows down, and then he will come clamoring for a match. And let's face it, Mayweather's style will hold up to age better Manny's. Volume punching reliant upon speed is one of the first traits to go.
When history looks back on this era, it will have been Floyd Mayweather, not Manny Pacquiao, who prevented this fight from happening.
