He did, he agreed to take the test at a set date with cutoff.

TeamPac agreed to take the test, 14 days before the fight, and then cutoff! "No more testing from that point"

TeamPac agreed to take the test 7 days before the fight, cuttoff!! "No more testing"

The reason why??? Because Pacquiao could still get back on steroids, and it would be like he never cheated, because he wouldn't have to worry about anymore test.

Pacquiao: [Pauses] Um, no. I feel like I don’t need Mayweather to make my career. I fought the best and anyone willing to face me. I want it, and feel the fans deserve the [Mayweather] fight. I want to prove to everyone that it wasn’t me who didn’t want the fight. That’s why I made the concession to take anything [blood tests] he wants at any time. Even during the fight before the sixth round if he wanted! What [else] can I do? I hope we get the fight done soon. Let’s get it on.

your ******, if he's gonna take steroids and avoid the tests it would be way before the camp starts
you dont only start taking steroids a week before an event

Roach said it, your ******. Truth about the matter is, Teampac acted like they didn't care about money, but ended up fighting for it.

7 day cut-off he would still try to squeeze in some roids? 7 days of steroids and it wont show up in the post-fight blood test? OK so he can only do roids for 2 days to be safe it dont show up in the post-fight test... LOL gtfoh
