During his recent appearance in Mexico City to honor WBO featherweight champion Orlando Salido, the president of the World Boxing Organization (WBO), Francisco "Paco" Valcárcel, said that he expects a third fight to take place between Juan Manuel Marquez and Manny Pacquiao. Marquez is the WBO's lightweight champion, while Pacquiao holds the WBO's welterweight crown. Marquez has an offer on the table for a fall trilogy. The offer reportedly includes a $5 million dollar guarantee plus a pay-per-view percentage.

Why is there always an opponent lined up while Pac still has a fight pending?

Obviously, Arum needs a lot of time to promote his fights. I've noticed that when he has a big fight on the cards his focus is all directed on that one fight. Everything else is unimportant. No wonder some of his fighters who want to fight more often are becoming restless and impatient, ie, Donaire, Gamboa, possibly others more. He doesn't want to spread himself too thin. I don't know if this is the same case with other promoters, but it certainly hurts fans who want to see fights more often as possible.
