Pac has the fastest. you cant measure the speed by throwing just one punch at a time or at their strongest, its got to be thru out the fight and hands down Pac has the fastest. he can keep up his speed thru out the fight for 12 round. i didnt see Khan's speed against Maidana in the later rounds when he was getting hit and getting tired. FLoyd has a fastest counter.

Strictly handspeed...Pacquiao when you consider the combos, power, speed and accuracy he throws them at.
You look at Khan he has crazy speed but lacks the accuracy and power. Mayweather does not throw combos and lacks power.
I think Gamboa is behind Pacquiao. Gamboa also throws them with power and speed.
As far as power Im not sold on Pac's power too much...
I mean he knocked JMM down thrice and couldn't keep him down... Margarito's beat down was quantity not so much quality. Cotto was beat thru time not off one punch... Aside from Hatton... I just don't know... But he does slice and dice you though... He makes more cuts than the New England Patriots...Comment

I can see where people would be skeptical of his power, and I would agree, at Welterweight. But if he chose to actually cut weight like 95% of other fighters, he can easily make 140 lbs and possibly 135. If he was fighting in his "true" divisions he would be decapitating people.Strictly handspeed...
