He isn't. People know he doesn't have a chance to win. Alot of people order these big fights because alot of people wanna be apart of history. They wanna watch when that unbeatable force gets defeated. They wanna see it. There's alot of people who want to see either Pac or Floyd lose. If they don't feel as if they're opponent is a threat, they won't order the PPV.
