Captain America is just a rip off of Manny's life story (he's suing btw). Ariza perfected the Super Soldier serum and it's impervious to any and all testing, the Mayweathers knows this, hence... no fight.

Pacquiao saying he will take the tests and him actually signing a contract to take the tests are different. I think Mayweather is chilling out ignoring any calls about Pacquiao at the moment, but eventually actual negotiations will take place again and we better hear nothing about the tests an issue, since Pacquiao said he'll take them.
