Its quite simple. In general Wlad doesn't put that much power behind his shots, he paws out jabs that are hurtful but not killers. Haye on the other hand puts meat behind every shot, so yes an average Haye punch that is thrown again and again is likely harder than an average Wlad punch. BUT when Wlad eventually lets the full power right hand go it is obviously going to be harder than Haye's best. SO for the once off big shot Wlad has more power, but in general (until he lets the right hand go ... which he does rarely) he doesn't.
