People are saying its not happening in july but nothing from cotto, arum or margarito?

I was trying to find a link to a story, but couldn't find it. I'd think Margarito at least needs till the end of the month to get cleared to start promoting and training for the fight that would be in July.
I just hope if it's not Margarito that it's a top notch fighter. I wouldn't mind seeing the following fights for Cotto.
Andre Berto
Floyd Mayweather
Pawel Wolak (might be better fight than people expect, just not a big event)
Victor Ortiz (if he beats Berto?)
