Not steroid tests. Manny Pacquiao never agreed to the blood tests. In fact, he is the one who pulled out of the Mayweather fight. Furthermore, many fighters, including Bernard Hopkins are willing to take the blood tests. Its probably just Manny Pacquiao who interestingly, is not willing to take the blood tests.
