Timing is a pre-requisite of speed.

In that regard, I'd say Floyd has the fastest hands because of his plush and pinpoint timing accuracy.

Pac is the fastest when it comes to stringing blistering combos, no one else comes close.

Donaire, Khan and Gamboa are fastest boxers outta the bunch when considering bursts after somewhat momentary complacency (especially Gamboa) where you thought everything's cool and idle, then suddenly they unleash.

Andre Ward IMO has fast hands into the pocket for inside fighting.

Mayweather certainly used to be as fast if not more, but he's not as quick as he once was.
