            Pacquiao is. There's no contest.

            It's not Berto's fault there's no legitimate competition for him. If he fights a guy like Kermit Cintron and wins I can see everyone on this board saying "Froggy is over the hill" etcetc.

            Bute comes at a close 2nd.

            Berto shouldn't even be on that list.
