when floyd beat shane, pac was rated higher by ring magazine. wtf are you talking about 3 years ago? when pac beat hatton, marquez, & cotto, they were top 10 p4p in the whole sport. Both Pacquiao and Martinez have reached their physical maturity point and Martinez reached it far before Pac ever did especially starting his pro career 6 years older than Pac did and in a more competitive weight division. If you want to talk about fighters beefing up beyond their current physical maturity then maybe Martinez can beef up to heavyweight and Pacquiao can beef up to light heavyweight.
