Rios doesn't have a style and skill set suited very well when he is the naturally "smaller man". Seeing how he is still young and fresh and kept his body in excellent shape - he can shed a lot of weight, and rehydrate successfully thus making him the bigger, fresher, and stronger fighter (over 12) on fight night. Rios is about 5'8''ish-5'9''ish i believe, so I say he can compete at welterweight if he GRADUALLY makes the rise. Definitely no higher, though.
Donaire has an EXCELLENT style for being the naturally smaller man, however. He is listed at 5'6'', and he has long arms and a wide back, thereby making him rangy as **** for his height. Id say he can dominate up to 135 IF HE moves up carefully and properly over time, allowing his body to gradually put on fast twitch muscle fiber. Maybe a few fights at 140, but I don't wanna go that far now.
