Where does it say a fighter CAN make a request? The rules above, clearly state that the commission are the ones that set the penalty. NOT the fighter. Manny has a history of doing this to fighter. See Cotto (had a million dollar penalty on him per lb).....And when was the last time Cotto failed to make weight?

Why not have this same attitude towards Pac? PED's dont give u skill. PED's dont turn u into a master boxer. At the most it will give u more stamina and strength. Yea..they approve the request of the Executive Director that sets the lesser amount. Read below, its in plain english.

(a) Twenty-five percent of his purse if no lesser amount is set by the Commission’s representative; or
(b) A lesser amount set by the Executive Director and approved by the Commission,Ê unless the weight difference is 1 pound or less.

Stop making up stuff to cover for Manny's tail on this issue. Manny goes above the commission when he wants, and its fair game. When someone wants to do it, you guys cry about it.

All it says is that the commission has to approve.
