How come WBC and WBO are so JOINT?

I mean, they have some common champions, more than other sanctioning bodies. I think it all started with Jermain Taylor or even Corrales, they were the first WBC/WBO champs I think. Neither WBC or WBA wanted anything to do with WBO before, in the 90's. Anyway, if you look at both the 140 and 118 division, Bradley is the WBC/WBO champion, so is Donaire. Pavlik was the mw WBC/WBO champ. Just wondering, are they connected in any way? Maybe Sulaiman has bought WBO secretly?Lol...
