Why is he still considered the underdog if/when they fight by linesmakers?

What does it matter what odds makers think? What happens in the ring happens regardless of anyone's opinions before the event.

It just so happens that many ppl do think that Pac can't beat Floyd but whether that materializes......who knows we may never find out.
