When trainers have fighters getting down to contract weight, do they usually try to get them 2 or more lbs below the limit? Who is to say that the scales they use at official weigh ins are the same?

How is it that fighters can come in EXACTLY what the limit is most of the time? Doesn't it depend on the scale, conditions, surface the scale is on, etc? Do trainers try to have their fighters weigh in below the limit on their own gym scales?
