IMO that is terrible referring.
In fairness to the ref. He didn't see Montiel twitching on the floor and he was up before 10. Also he was the champ.
this textbook stuff, if the fighter doesn't come to you and is completely unresponsive like that you stop the fight.
Montiel was up and surprisingly was steady on his feet. I'm pretty sure there are other fights were fighters looked much worse. And again Referees I believe are always aware that the champ always be given chances to recover. It's a boxing rule.

However, Mora walked to Montiel, wiped his gloves and somehow saw fit to allow the bout to move on. Donaire landed two punches before Mora then jumped in.

The rule is if the fighter doesn't respond and does not walk towards the ref, the fight should be stopped. there is no rule that says if he's champ he gets to continue, it's about the safety and well being of the fighter.

steady on his feet? He basically fell over when he tried to get up, it took him 2 attempts
