Should there be special headbutt rules for when Bradley fights?

2 or more clinches results in a DQ too. Bradley can't help that he's a smaller fighter. Headbutts are going to occur just as a bigger man usually gets caught clinching often against a smaller man.

There should be some kind of warning to this reckless cheater Timothy Bradley before the fight even starts. That should make him more careful about headbutting his opponents to a win.

What kind of penalty should someone get if they deliver multiple headbutts? Do you think his lands them on purpose?

No he doesn't do them on purpose, he has just cut his last 5 opponents on "intentional headbutts". It's not on purpose.
