i think that is smart. if you feel you don't have it anymore, why continue? it's totally different than say you are don't want to fight because there is a competition that endanger your win-loss standing, that's cowardly act.

Roy Jones Jr should've retired after he won the Heavyweight Title. After that he had absolutly nothing to prove. And look at him now. Pacquiao needs to learn from RJJ (his good decisions and mistakes) because very few fighters have reached the kind of peak of the sport of boxing as RJJ has.
