The issue isn't the home crowd.

It has to do with:

1) whether Ward (who works with physical fitness expert Conte, the founder of BALCO and a convicted felon) is tested for PEDs or not

2) whether the fight will have Goossen's California Boxing Commission officials like Jack Reiss

The fight can be in California, but there should be neutral officials and PED testing.

Carl Froch, Arthur Abraham and Jermain Taylor had no problem with the PED testing - why should Andre Ward refuse it?
