          When a sanctioning organization orders a fight and the promoters can't reach an agreement, it goes to purse bid. Any promoter can anonymously put in a bid as to the purse of the fight. Highest bid wins.

            The diamond belt is on the line is well. I don't know why the writer didn't include to say the Ring Belt is also on the line but obviously it is since Pascal currently owns the Ring belt (and hopkins is rated #1 by the Ring).

              The most important thing here is that by GBP winning the bid they get to say where the fight takes place, so now instead of watching the fight in a packed arena with a live and fun atmosphere in Quebec we'll get to see it in Vegas or in some empty auditorium in philly somewhere with Bernard's 25 fans

                    as a friend of Pascal, I hope he gets to fight in Vegas, I live in Canada but you cant deny that a fight should take place in Vegas...

                    Im sure any boxer that dreams of being a champion envisions fighting in Vegas...
