Pacquiao to get 7 ambulances for Sarangani
MANILA, Philippines - The Philippine Charity Sweepstakes Office (PCSO) disclosed yesterday that Sarangani congressman and world boxing champion Manny Pacquiao will get seven ambulances for his district in exchange for his endorsement of the fund raising and charity programs of the agency.
Manny Garcia, PCSO publicity and advertising manager, said that the PCSO board led by Chairperson Margie Juico and general manager Jose Ferdinand Rojas III have already approved the release of the ambulances.
“Representative Pacquiao is the new endorser of PCSO,” Garcia said.
Garcia said the cost of the endorsement of Pacquiao ranges from P20 million to P30 million while the seven ambulances from PCSO are worth less than P7 million.
“It (Pacquiao’s endorsement) is a big boost to the fund raising and charity campaign of the PCSO,” Garcia said.
The PCSO, under the Office of the President, provides medical assistance to the poor and needy and also conducts medical missions in depressed areas in the country.
The agency has also launched the online lottery draws that have become very popular and so far made more than 1,500 ordinary citizens instant millionaires.
Garcia said the ambulances for the congressional district of Pacquiao will be purchased through public bidding.
He said the PCSO is mandated to give free ambulances to third class municipalities. For first class towns and cities there is a 60-40 sharing scheme between the PCSO and the local governments in the payment of the vehicle’s cost.

Pacquiao had earlier proposed that annual operating expenses be under the responsibility of Gov. Miguel Dominguez's provincial government.
After being elected in May, the eight-division champ switched to Aquino's ******* Party (LP), a move seen by analysts that allows the Sarangani congressman to secure the new administration's support for local initiatives.
In October, a month before Pacquiao's lopsided victory over Antonio Margarito in the ring, Rep. Pacquiao announced that the President will commit P200 million ($4.55 million) toward the construction of the hospital.

WASHINGTON, D.C. – The Philippines’ lobby for the U.S. Congress’ approval of the Save Our Industries or Save Act has found a powerful advocate in boxing icon and Philippine Congressman Manny Pacquiao.
Pacquiao, who just won a record-extending eighth world record in as many weight divisions on Nov. 13 against Antonio Margarito at the Dallas Cowboys Stadium, has just completed an infomercial intended to rally people’s support for the pending legislation.
The passage of Save Act would allow duty-free entry to the U.S. of certain Philippine-made clothing made of fabric sourced from the U.S., while those made from U.S. yarn would be levied lower tariff.
According to Board of Investments (BOI) Executive Director Lucita Reyes the infomercial would be posted on social networking sites, Facebook and Twitter, next week.
The infomercial was shot in General Santos City last week with Pacquiao, a first-term congressman representing the lone district of Sarangani province, agreeing to endorse the Save Act for free, said Reyes who was in Washington D.C. last month to solicit congressional support for the measure.
If the Save Act is passed, Philippine garment exports to the U.S. are projected to bounce back to $3-billion levels in two years and increase employment in the labor-intensive apparel industry to 600,000. Philippine Ambassador to the United States Willy Gaa is hoping the current U.S. Congress would act on the measure in a lame-duck session. Gaa recently wrote an open letter urging the three million-strong Filipino ethnic community in the U.S. to rally their lawmakers into supporting the crucial legislation.
Trade Undersecretary Cristino Panlilio, concurrent BOI managing head, who earlier visited the U.S. capital to help lobby for American congressional support for the measure, thinks that Pacquiao’s huge following among Filipinos and Americans would boost the chances of getting the legislators to approve the SAVE Act.
“The general response [we got] was, 95 percent of U.S. legislators were very much in favor of SAVE Act because it would mutually benefit the United States and the Philippines, which have had strong bilateral ties for decades,” he said.
Panlilio was in Washington D.C. in September, during which he was able to meet and get the support of 21 legislators.
Last month, Reyes and officials of the industry group, Confederation of Garment Exporters of the Philippines, were on a two-week U.S. trip to meet with the American legislators as well as with leaders of Filipino-American communities in the state of Arizona and the cities of Chicago, San Francisco and Washington D.C., in a bid to gain more support for the proposed legislation. Having been armed with a mandate in Congress, the elected Sarangani province Representative said he would push for a bigger budget that would allow an inter-agency committee to monitor and put a stop to the problem.
In a speech on Thursday morning before an event attended by legislators, civil society groups and officials from the United States embassy, Pacquiao expressed concern over the rising number of human trafficking cases.
Pacquiao particularly noted that his fellowmen from the Visayas and Mindanao have been victimized.
Gamely posing for the media wearing red boxing gloves, Pacquiao declared an all-out war against human trafficking and announced he is willing to become the poster boy for the campaign.
"I will take part in the public awareness campaign against human trafficking," Pacquiao said.
He said that as a congressman, he will send a formal request letter to the Department of Budget and Management (DBM) and the House committee on appropriations to allocate a bigger budget for the inter-agency committee handling the problem.
Last June, the US State Department retained the Philippines in its Tier 2 watch list because the number of victims is "very significant or is significantly increasing" or there is no significant effort to meet the standards of the Trafficking Victims Protection Act.
The US State Department also scored the government's failure to address the "significant level of corruption" that leads to an unabated increase in human trafficking incidents in the country.
Despite this, US ambassador to the Philippines Harry Thomas, Jr. said the US government will not cut the millions of dollars it has allocated to fight human trafficking.
The US government provides the country a $2-million annual fund for the fight against human trafficking.
