How can boxing become a better sport?

I have been a fan of boxing for a few years now and it's clear to see that boxing is a sport which is on the way down. I believe that this is due to fighters fighting so little these days and to the fact that there are too many divisions with too many champions. It's also because the best don't fight the best.

Here are some things which I think need to be done to bring boxing back to the mainstream.

I think boxing needs one organisation with one champion per division (go back to the original 8 divisions). This will be so much easier to follow for the casual fans and will have more competition with fewer weight classes.

I believe fighters should have to fight four times per year with a points system in place. This will get fighters more known to the general public with a straightforward points system that can be followed. If fighters fail to fight four times per year they will be docked points (if not due to an injury) and champions will be stripped.

Champions should have to fight the number two in the division 2 times per year and a choice of a top 10 opponent the other two times. The other fighters can fight who they want to but will gain more points from a top 10 fighter than say a top 20 fighter.

Champions get 60% of the fight money pot, number 2s get 35% with the winner getting an extra 5%. Fighters ranked 3-10 get 30% with 10% going to the winner and top 20 fighters get 25% with 15% to the winner. The highest ranked fighter in a fight gets to choose the location of the fight.

The extra money for the winner will provide extra motivation and will give more exciting fights.

There needs to be a complete re-evaluation of the judging. I think this is another thing in boxing which turns off casual fans. There needs to be a way of rating judges to provide the best scoring and fairest results possible. Remove the 10 point round system and have a clearer scoring system.
