I agree with that a.k.a gatekeeper. With that, JMM could enter 140's mix by fighting Devon. JMM doesn't need to weigh 140 upon fighting that division. 138 or 137 is ok as long as he won't lost his speed. And perhaps, they could sanction The Ring jr. welterweight championship.
