Explain why Chisora deserves a title shot?

I have been wondering since it was announced why he is getting a title shot. He has no amateur achievements never beaten a HW in the top 20 yet jumps to the top of the queue after only 14 fights. Nevermind the Haye factor but why is someone like Chisora a worthy contender ahead of so many others.

He's the only guy on both the WBO and IBF ratings besides Solis (who his brother is fighting) and Tua, who barely sc****d by a shot Barret.

The International Boxing Federation serves professional boxers and those interested in being members of the IBF.

I would rather Wlad didn't pick such a dirty fighter for a tune up/stay busy fight while he waits for better fights (Haye, Adamek, Povetkin, etc) but it is what it is.

        1. Haye is a coward who has backed out of a Klitschko fight too many times.
        2. Povetkin has scum for management who would rather him go back to fighting in the amateurs than fight a Klitschko.
        3. Arreola is a fat piece of shit.
        4. Chagaev - been there, done that.
        5. Chambers - been there, done that.
