I tended to rate fighters based on the weight at which they performed best. And Jones did beat Toney at super middle.
I make no claims of perfection. Who's on your list?

I am not going to forumulate one. But at the time Jones beat Toney by that lame pockshotting from the outside descision Toney was also taking losses from Montell Griffin and Drake Thadzi. There are many more accomplished fighters even this era at 168 than Jones.

But Jones was the first to beat Toney who was on a roll.

Jones beat Toney at 168. That makes him the greatest ever at that weight class in your mind. The same James Toney who lossed at 168 twice to Montell Griffin and to Drake Thadzi. I guess Drake Thadzi and Montell Griffin have to be top 5 all time then at 168 and Toney #2 by this logic. The Jones Toney fight was horrible. It was boring and Jones just has the right style for Toney. Plus Toney was not in good condition for that fight.

I would love to someday see a Jones Toney rematch at heavyweight. Toney would murder him. And Jones would not be able to use age as an excuse becausee I belive that Toney is older.

There is just so many fighters I can envision beating Jones at 168. I cannot help but to mention it.
