English is not Manny Pacquiao's native language. It is, therefore, understandable that he can't speak English fluently. Neither can Jackie Chan, Nelson Mandela, and many other foreign celebrities. In fact, a person who would make fun of these foreign people's English could be guilty of racism.

Yet Pacquiao speaks English better than the stuttering Floyd Mayweather. Why? How come an American born person like Floyd can't even speak his own language that well? What was the extent of his education? What was the nature of his environment when he was growing up?

Just curious as to the possible explanations.

Many's first language is Visaya (Cebuano)

and his second is Tagalog, and he knows English 7/10... and he knows a little Hiligaynon.. I think he knows 2 major languages and 2 dialects....
