The WBA has mandated that David Haye face its top-rated challenger (and former Klitschko victim) Ruslan Chagaev before the end of April. The organization seemed willing to let Haye and Klitschko fight ahead of a meeting with Chagaev. But now that the unifier is off, the original mandate is back on. If Haye doesn’t defend against Chagaev or the next available contender, the WBA will likely strip him of the title.

Also, the IBF has begun an elimination tournament to designate a new mandatory for Klitschko. Unfortunately, the prospects of finding a viable contender in that tournament aren’t promising. The first bout in the tourney is scheduled for February and features Eddie Chambers (who lost via knockout to Wlad last year) against Derric Rossey, who Chambers stopped in seven rounds in 2007.

True but he can't sign for a fight with Wlad until after his fight with Chisora hence he must do his mandatory. If Wlad choose not to fight Chisora the contract could be signed and Haye wouldn't have to do his mandatory.

Is it a fact that Haye WILL have to fight Chagaev?

Point is until the WBA has a ruling on it, whatever Haye says is Bull*****

Plus this thing with Chagaev not being approved, it looks like the fight wont happen either way

Secondly Valuev is still in top 10 in most world rankings and would be in the top 5 if Haye didn't beat him these are all facts not biased bashing like you trying to make Haye look bad. He is a legit world champion deal with it.
Ruiz was only rank number 1 by the WBA,and it was a total con job that he was number,he fought some nobody in an elimantor that should not even been taking place.HRuiz had already lost 3 out 5 fights befor the elimantor but somehow got placed in a title fight elimantor by the wba .The other sanctioning bodies didnt even rate Ruiz in the top ten(figure that one out))Look I always kind of like Ruiz(not his fight style mind you, but the fact he did a lot more than a lot of heavy weights that had more raw talent than him,he was a guy who simple fought hard). But he did no way near deserve to be in that elimantor to fight Haye.He had lost 3 out 5 fights for heaven sake!

Most top boxing experts rank Valuev as one of the worst heavy weights to hold a belt.Everyone that knows boxing knows Valuev(who is a nice guy) was a very protected champion. And when he finally steped up to fight a half way decent fighter for the first time(Chagaev) he lost.He had 2 very close desions over a old shot Ruiz.Who even in his prime was not a hard puncher or all that fast,Ruiz would just rouugh yfighters up and out work fighters on the inside.
