Because the WBA gave Haye permission to put his mandatory on hold for a unification fight. The WBA are forcing Haye to fight his mandatory because the fight wouldn't be a guaranteed unification fight because Wlad could lose to Chisora.

let me explain it slowly, the wba will only allow haye to sit doing nothing for 4 months if he has a unification fight waiting to happen later with a signed contract

because wlad has signed to fight chisora, he has put his belts on the line, do you understand it this far? shall i go slower?
