Gerry Penalosa is/was a pretty good little fighter who did a lot of good in the ring but i dont think ever won the strap. i could be wrong though with so many belts running around

Yea he held a tittle. But one fighter who hasnt is katsidis hes only held the interim which doesnt count. I think librado andrade is a good fighter he hasnt won one. But he did beat one current champion already which i dont know why golden boy doesnt look for the rematch. Plus the first fight with bute he should of won.
